[attr="class","body"]Civilians are, effectively, individuals that are not with any pirate, marine or any other sort of formal military organization or band of pirates. Most of the time, a civilian falls under the jurisdiction of the world government, and is subject to their laws and regulations. If a civilian resides in pirate territory, then whatever laws (or lack thereof) would be applicable there. That being said, civilians are nonetheless an important part of everyday life, as they are effectively the workhorse of any economy. As a result, in most cases even the worst of yonkou would leave their civilians alone 99% of the time, as a dead civilian is a civilian that can't make you money.
That being said, not all civilians are helpless. Despite the fact that the world government and perhaps pirates having control over them and regulating what they can own in terms of weapons/legal training/ they can have, Cvilians can become very strong and formidable: especially civilians with former ties to said organizations. Even without such ties there exists a black market for things such as training, weaponry and resources, so it is not unthinkable for someone to get their hands on training and resources to make themselves stronger. That, combined with the right effort, could make some individuals a serious under-the-radar threat to pirates or even the world government that might try to oppress them or harm things they care about. That being said, all civilians cannot claim bounties or have any ties to bounty organizations, and have very limited abilities to detain pirates or criminals beyond a rather simple citizens arrest (which isn't very effective).

[attr="class","body"]Royalty are on the opposite end of the social status spectrum then civilians. Rather than being a part of the system, they are effectively the rulers of it, in conjunction with whatever major governing body is a part of the reigon they are in (IE: the world government/Yonkou). Because of their social status and wealth they are also afforded information and services that ordinary citizens could not otherwise have access to while simultaneously having additional protections that their lower-class "subordinates" may not have (to make up for the fact that they are much more juicy targets for piracy then the average citizen, as they have much more to lose).
That being said, despite their higher social status many royals are not exactly adept at things such as combat: the ability to simply hire help may be to blame. Whatever the case is, like citizens, despite having access to get higher levels of training and resources to become stronger nobles would generally be caught up in managing their day to day affairs. As such, while they may have time to train they may lack the combat "experience" from their likely sheltered lives. Like the citizens, they cannot directly turn in bounties or have connections to bounty hunters (beyond, of course, having the money to hire them and post jobs for them) but unlike normal citizens they can usually detain individuals with more than a simple citizens arrest due to the resources at their disposal.
