Officially, a pirate is anyone who raises a Jolly Roger, whether they commit an actual act of piracy or not. This is not enough to get themselves bounties but enough to get arrested by Marines. Most pirates' goals are focused on finding the One Piece, a legendary treasure that Gold Roger left behind, hidden in the New World, that decides the next Pirate King, though not all pirates are focused on this treasure. Some others are just in it for adventures and explorations. Or even some personal goals.

For example, in Macchina di Terrano, Phantom coins, bearing Nanashi's image, are a currency roughly equivalent to a thousand Beli apiece.

Bounty Hunters are people who make a living out of catching criminals for the bounty on their head. The reasons behind a bounty hunter doing their job is often mixed. Some are hunting down criminals just for money, others to bring them to justice their way and some for fame. Bounty Hunters also act independently from other established law enforcement groups and are free to roam as they please. They also have no fixed workings and some may hunt solo or with others. While they are sometimes no better than criminals themselves, they are left alone to hunt criminals so long as they don't break the law while doing so. Regardless, all criminals caught are handed into the Marines dead or alive.

Bounty Hunters are organized in a class-based system. Effectively, every bounty hunter is assigned a "grade" based on their overall abilities and number/overall value of bounties collected, and every bounty is assigned a grade based on its relative danger. The grade acts as a loose command structure in how turned in bounties are handled in an attempt to prevent infighting between bounty hunters. When multiple hunters turn in a single bounty, it is split, with the greater % going to the high ranks while the lower % goes to the low ranks.

The lowest rank, these are bounty hunters of average ability and skill, usually handling petty criminals and such and having access to few assisting resources. They are also the most numerous. In terms of rank. Due to the large gap between this and rank B, a C-rank bounty hunter can range anywhere from a marine lieutenant all the way up to a commodore, depending on a number of factors and experience. The C rank is considered "paying your dues" for most, as it is one of the longest and hardest ranks to get out of. That being said, such bounty hunters are mercifully rare due to the demands placed on such individuals to become such fearsome warriors to meet the qualifications of A-rank. If you're good enough and can somehow manage to make the extremely strict requirements to advance, it becomes possible for one to advance to the coveted S-rank, a symbol of status and power among bounty hunters.

Some of the toughest bounty hunters around, S-ranks are some of the rarest bounty hunters and are the cream of the crop. Not only can they hunt the most dangerous of bounties, but they also have numerous resources at their disposal and a great deal of respect and prestige even among some other organizations. These individuals are no joke, and while their numbers are very few they can easily go toe-to-toe with an Admiral in terms of raw ability. This is the highest A bounty hunter can normally achieve, and it speaks magnitudes if you can make it here.

A unique classification of bounty hunters, X-class bounty hunters are what are effectively the military police of bounty hunters. The cream of the crop selected from the already exclusive S-class, these bounty hunters are the only ones with the ability to police the frighteningly powerful S-class and all the classes below it. Effectively, instead of taking normal bounties they keep tabs on bounty hunters and, if they go bad, these are the guys sent to take them down. X-classes are slightly above ability of a Marine Admiral (though still considerably below a legendary Fleet Admiral) and are so few in number that one could only count them on two hands. X-classes are selected by the world government based on numerous factors.

While bounty hunters operate under no fixed organization and have a very fluctuating code of ethics, Night Hunters have a bit more rigid operating structure. Alongside the ability to partake in normal bounty hunting, the Nocte Venatores are given the task of hunting down rare, unusual and dangerous supernatural beings that can lurk anywhere from the darkest depths of the sea to the greatest heights of the sky, and in rare cases are charged with hunting down extremely criminal targets with the intent of "making them disappear". Unlike bounty hunters, who usually answer to no real hierarchy, the Nocte Venatores are under the charge of the mysterious organization known as "Ordinem Septimus", and are ranked and overseen by them. While regular bounties taken up are handled through normal channels, any bounty, job, mission or quest given by the Ordinem Septimus to the Nocte Venatores is handled by their organization in secret.

Civilians are, effectively, individuals that are not with any pirate, marine or any other sort of formal military organization or band of pirates. Most of the time, a civilian falls under the jurisdiction of the world government, and is subject to their laws and regulations. If a civilian resides in pirate territory, then whatever laws (or lack thereof) would be applicable there. That being said, civilians are nonetheless an important part of everyday life, as they are effectively the workhorse of any economy. As a result, in most cases even the worst of yonkou would leave their civilians alone 99% of the time, as a dead civilian is a civilian that can't make you money.

That being said, not all civilians are helpless. Despite the fact that the world government and perhaps pirates having control over them and regulating what they can own in terms of weapons/legal training/ they can have, Cvilians can become very strong and formidable: especially civilians with former ties to said organizations. Even without such ties there exists a black market for things such as training, weaponry and resources, so it is not unthinkable for someone to get their hands on training and resources to make themselves stronger. That, combined with the right effort, could make some individuals a serious under-the-radar threat to pirates or even the World Government that might try to oppress them or harm things they care about. That being said, all civilians cannot claim bounties or have any ties to bounty organizations, and have very limited abilities to detain pirates or criminals beyond a rather simple citizens arrest (which isn't very effective).
